The Brookhill Neighbourhood Secondary Plan Update is an opportunity to advance the forward-thinking planning approach established for this area ten years ago. The updated Secondary Plan will guide future development of the neighbourhood by enhancing street and building design, incorporating sustainable practices, and creating pedestrian connections to green space.
On July 25, 2024, the Brookhill Secondary Plan (OPA 126) was approved by the Region of Durham with minor modifications. Following the approval, there will be a 20-day appeal period under the Planning Act, during which a person or public body can appeal the Region's decision to the Local Planning Appeal Tribunal.
If no appeals are received, the Secondary Plan will be in effect after the appeal period ends. We will continue to provide updates on this webpage. The Notice of Decision and modifications to the Secondary Plan from the Region of Durham is provided below.

This Secondary Plan Update will include an Environmental Assessment (EA) for new major infrastructure that are subject to Schedule ‘C’ of the Municipal Class EA process. This will proceed using the integrated approach with the Planning Act that is an approved process under the Environmental Assessment Act.
