The Municipality of Clarington has initiated Official Plan and Zoning Bylaw Amendments to increase permissions for Additional Dwelling Units (ADUs), also known as secondary suites, in-law suites, in-house apartments, and basement apartments.
The Amendments are moving forward to support the recommendations made in Clarington’s Affordable Housing Toolkit in response to changes to the Planning Act due to Bill 108, More Homes, More Choice Act, 2019.
On December 13, 2021, Clarington Council adopted Official Plan and Zoning Bylaw Amendments to increase permissions for Additional Dwelling Units. However, a 20-day appeal period is required to allow any potential appeals from the Province. If the Municipality does not receive an appeal, these Amendments will be in effect on January 5, 2022. The adopted Amendments and an illustrative map are below.
After staff reviewed public and agency comments, a Recommendation Report with revised Amendments was brought to the Joint Committee of Council on October 25, 2021. These documents are below.
A Statutory Public Meeting was held on September 13, 2021. At the meeting, staff presented a report which contains draft Official Plan and Zoning Bylaw Amendments in Attachments 2 and 3. Attachment 1 contains a set of comparison tables with explanatory comments.
