The Municipality of Clarington initiated the Courtice TOC and Secondary Plan in 2019 for the lands located in the south end of Courtice (north of Highway 401). These lands also include the future Courtice GO Station and the surrounding Major Transit Station Area.
The Courtice Transit Oriented Community (TOC) Secondary Plan aims to establish a diverse blend of residential, office, retail, and institutional purposes, fostering robust connectivity to and from the GO Station, extending seamlessly into the broader Courtice area.
The absence of sanitary sewers in south Courtice had prevented development from occurring. The construction of a new trunk sewer along Trulls Road to Bloor Street is now underway. The provision of municipal services and the creation of the GO train station are expected to be the primary catalysts that will spark the growth of this Secondary Plan area.

The Stage 2 Summary Report outlines the guiding principles of the project; land use options presented at the Public Information Centre #3 on March 22, 2022; the criteria for evaluating the different land use options; and an overview of public feedback received.
The Stage 1 Summary Report covers two secondary plan areas given the geographic location as well as shared transportation and natural heritage attributes.
The Report includes an overview of work completed as part of Stage 1, including background analysis; key issues and opportunities; policy context; and feedback from the Public Information Centre #1 on June 18, 2019.
The proposed new major roads to service the Courtice Employment Secondary Plan are subject to Schedule ‘C’ of the Municipal Class EA. The EA will proceed through the “Integrated Approach” with the Planning Act as outlined in Section A.2.9 of the Municipal Class EA Manual (Municipal Engineers Association, October 2000, as amended in 2007, 2011 and 2015), which is an approved process under the Ontario Environmental Assessment Act.
The “Integrated Approach” recognizes the desirability of integrating and coordinating the planning and approval processes to satisfy the requirements of the Planning Act and Environmental Assessment Act.
In anticipation of the GO train extension, Clarington is developing a high-level vision for the transportation hubs around the future Courtice and Bowmanville GO stations. The Municipality wants to ensure that development around the future stations is adequately planned, so these areas are more than just train stations; they also become destinations.
