By-law 93-147 was passed on September 27, 1993 to designate the property of historic or architectural value or interest under the Ontario Heritage Act. The Neo-Georgian brick and stone building was designed by Sproat and Rolfe, Architects, who were also responsible for such significant structures as Hart House and Bishop Strachan School Toronto. Constructed in 1923, it was a gift to the community by Mr. Chester Massey, a native of Newcastle, and the grandson of Daniel Massey of the Massey Harris Company.
Later, Mr. Massey transferred the title of the building to the Newcastle Village. The Newcastle Village Community Hall Board was first established in 1959 as a Community Centre Board, under the Community Centres Act 1949, by By-law No. 723.
Most recently, Council passed By-law 2014-094 establishing the current terms of reference, and composition of the Board.
