Temporary Parking Pass | ||||||||||||||
In Clarington, residents and visitors may request a temporary parking pass for up to 14 days per calendar year, per licence plate. This is to accommodate last-minute visitors and overnight guests. On-street parking permits for longer durations, and more permanent parking solutions (weekly or monthly) are available for application and review in our office based on parking availability on the street. We strive to accommodate and meet the parking needs of our residents. We also need to create a balance so that our roads are passable, safe and shared by both vehicles and pedestrians. Terms and conditionsThis online registration system will allow you the privilege to park for longer than three hours at a time, and overnight during the hours of 3 and 5 a.m. While the temporary parking pass grants you permission to park on Municipal streets within the prescribed time frames, you are not exempt from all other portions of our Traffic By-Law. You are required to remove your vehicles from the street during a winter storm to allow snowplows access to clear the snow.
Additionally, we will not approve temporary parking pass requests when tickets have been issued prior to the request. Standard procedures for ticket dispute resolution apply, and appointments can be set up by calling 905-623-3379 ext. 2105, Monday to Friday, 8:30 a.m. to 4:30 p.m. |

On-street parking permits | ||||||||||||||
To park on the road for more than three hours, including between the hours of 3 and 5 a.m., you must apply for an on-street parking permit or a temporary parking pass.
Approval is not guaranteed. On-street parking permits are only issued if the street can safely accommodate on-street parking without impeding traffic. The permit does not guarantee parking in front of the applicant's residence. We can only issue one permit per municipal address. The permit does not exempt the holder from obeying other regulations. Accessible parking | ||||||||||||||
Only vehicles with a valid accessible parking permit issued by Service Ontario can park in accessible parking spaces. The fine for illegally using a designated accessible parking space is $500 with an early payment option of $350. The permit:

Winter parking | ||||||||||||||
Parking on the street in the winter months can interrupt or prevent effective snow clearing operations. Snow plow operators clear snow as close to the curb as possible (or end of travelled portion of roadway where no curb exists), but road obstructions, like parked vehicles, prevent this task from being completed.
If you park on the street and interfere with snow clearing operations, your vehicle may be ticketed and towed. Parking on the street during a snow event can slow down snow clearing operations, and in some cases, it can stop all snow clearing on that street. |

Dispute a ticket | ||||||||||||||
If you receive a parking ticket infraction, you have the option to schedule a First Attendance appointment to dispute your ticket within 15 days of issuance. This option is by appointment only and takes place at the Municipal Administrative Centre located at 40 Temperance Street in Bowmanville. If you or your agent would like to meet with a First Attendance Administrator to dispute or discuss your ticket, you must book an appointment by calling 905-623-3379 ext. 2105. If you have scheduled an appointment, do not pay your parking violation until the First Attendance Administrator makes a decision on your case. Payment made before a scheduled screening will void your review because your case will be considered resolved, and refunds will not be issued. This option is a legislated process and is the only way to dispute your parking ticket infraction. Please contact the Municipal Law Enforcement office for any parking-related concerns or questions. |

School zone safety |
||||||||||||||
Parking Enforcement Officers routinely patrol schools to enforce parking regulations. Parents should park safely at schools and obey 'No Parking' and 'No Stopping' signs. These areas are usually located on either side of the street near schools and must be clear to provide visibility for motorists and students. Leave bus stops for buses, and fire routes for emergency vehicles.

Boulevard parking near an intersection |

For your safety and the safety of the community, do not park on the boulevard portion of your driveway, if your driveway is located within 15 metres of an intersection. The boulevard is the portion of land between your property line and the road or curb. Cars parked in the boulevard, within 15 metres of an intersections, are parked illegally. |
