Council denies application to demolish Heritage Triple Dormitory building at Camp 30
Council has turned down an application to demolish one of the historic buildings at 2020 Lambs Road, known as the former Boys Training School and Second World War Prisoner of War Camp (Camp 30). The property is designated as a National Historic Site by the Historic and Monuments Board of Canada and is also designated under Section 29 of the Ontario Heritage Act for its cultural and architectural heritage.
The current owner of the property submitted planning applications to rezone and redevelop the land, which included the demolition of the Triple Dormitory building. The Clarington Heritage Committee reviewed the application and recommended to Council that the Triple Dormitory building be retained and incorporated into the development design. Council supported this recommendation by refusing the building’s demolition.
Clarington to lower speed limits in school zones
Clarington Council voted to lower the speed limit to 30 km/h in school zones throughout Clarington.
The new speed limit will take effect in early 2024 when updated signs are installed. The school zone speed reduction is the first step in a larger plan to address traffic concerns across the community.
Work is underway on a traffic calming policy tailored specifically for the Clarington community, which will provide options to deal with traffic issues. The traffic calming policy will come to Clarington Council for consideration at a future meeting.

Mayor Adrian Foster and members of Council congratulated Zain Chaudhry on his gold medal from the 2023 Youth Jiu-Jitsu World Champion and recognized his accomplishments with a certificate of acknowledgment.
Clarington to adopt prudent investor standard and explore investment partnerships with other municipalities
Clarington Council is taking steps to strengthen the way the Municipality manages its investments. In recent years, the Province of Ontario has amended how municipalities in Ontario may invest to give them greater flexibility while operating under a legislated governance model.
Council has directed the Deputy CAO/Treasurer to prepare the necessary materials to enable the Municipality to adopt the Prudent Investor standard. This standard offers municipalities more options to build a diverse investment portfolio that is tailored to local needs, more responsive to markets, and better at managing risk.
The Municipality will also explore the possibility of establishing a new local Joint Investment Board (JIB), under the Prudent Investor standard, with the Region of Durham and other interested local municipalities. Should there not be enough interest from those municipalities, the Deputy CAO/Treasurer would work with ONE Investment Inc., a not-for-profit investment organization serving Ontario municipalities, to facilitate the Municipality joining the ONE JIB.
