The Municipality of Clarington is pleased to announce Darryl Lyons as its new Deputy CAO of Planning and Infrastructure, effective October 7.
Lyons is a professional planner with more than 24 years of experience. He joins Clarington from the City of Markham, where he was the Deputy Director of Planning and Urban Design. During that time, he provided leadership on development, parks, urban design, policy and housing, and was instrumental in leading efforts for the Yonge North Subway Extension, streamlining Markham’s development application processes, and developing the City’s Housing Strategy. Lyons also has experience leading major Secondary Plans, navigating complex development proposals and amending the Markham Official Plan.
Lyons will replace Carlos Salazar, who is retiring from the role. With a career spanning 30 years in planning and public administration, both in Canada and internationally, Salazar has been a valued member of Clarington’s Planning and Infrastructure management team for more than 18 years. He’s received numerous professional designations and is a recipient of the Queen Elizabeth II Diamond Jubilee Medal.

Clarington’s total population is forecast to grow from 105,000 to 221,000—an increase of 110 per cent—by the year 2051. As Deputy CAO, Lyons will oversee planning policy and community planning, building permits, development approvals, development engineering, and key infrastructure projects.
